Medicaid: A state-administered program for those eligible under SSI and Families With Dependent Children. Each state is free to design and administer its own Medicaid program resulting in variations in the benefits disbursed. Aid to Families with Dependent Children (AFDC): A state administered cash grant program for needy children. Because this program is state administered, each state determines the conditions of eligibility and the benefits level.
